UN needed ‘now more than ever’: European Commission President

The heads of the European Commission and the United Nations upheld the importance of international cooperation in an increasingly polarized world during a joint press conference in Brussels on Thursday. 

UN Secretary-General António Guterres is in the Belgian capital to participate in the second high-level dialogue between the global body and the European Union (EU).

The two days of talks will centre around issues that include Russia’s invasion of Ukraine and its ripple effects worldwide, climate change, and the promise and perils of the digital revolution.

International cooperation critical 

European Commission President Ursula von der Leyen expressed the bloc’s steadfast commitment to the strong partnership with the UN in the face of these unprecedented challenges.

“We both know that we can only tackle these through international cooperation, now more than ever. And in other word words, this means that the world needs the United Nations now more than ever,” she said. 

Ms. von der Leyen provided an overview of the agenda for their talks, including the “big topic” of Ukraine grain exports amid the ongoing war.

Hopes for grain deal 

She thanked the Secretary-General for his tireless efforts to extend the Black Sea Grain Initiative, the UN-brokered deal signed last July that is set to expire within days. 

“The world needs it,” she said. “Russia has a responsibility to prolong it, otherwise global food insecurity will be the consequence. So now the ball is in President Putin's court, and the world is watching.”  

She also underlined EU support for the peace plan put forward by Ukraine’s President, Volodymyr Zelenskyy “because it is based precisely on the principles of the UN Charter and every word is deducted from UN resolutions.” 

Multilateralism under attack 

Mr. Guterres noted that the dialogue is taking place “at a time when international cooperation is challenged at its core.” He thanked the EU for its contributions to UN efforts in areas such as climate action, sustainable development, peace and security, human rights and gender equality.  

“We live in an ever more multipolar world, and this calls for enhanced forms of cooperation and multilateral governance, anchored in international law. And the European Union must be an essential pillar of this new global order,” he said. 

He underscored the need to work together to bridge political divides and rebuild trust among countries, warning that “we do not have a moment to lose.”  

Call for climate action 

With sustainable development efforts off-track, Mr. Guterres highlighted how the EU can play a role in transforming the global financial system “so that it works for everyone and fulfills its role as a global safety net.”

On climate change, he also stressed the need for greater international cooperation on both mitigation and climate justice.  The UN chief repeated his call for a climate solidarity pact that would see wealthier polluting nations make an extra effort to cut emissions.  

He further stressed the need for governments, regional organisations, the private sector and civil society to ensure that technology serves both human rights and the common good. 

The initial high-level dialogue between the EU and the UN was held last July just outside New York City.

The Chairman and CEO of the Global Council for Investment and Business for Africa (GCIB for Africa), Dr Idrissa DOUCOURE and the President & CEO of the African Renaissance and Diaspora Network, Inc, New York (ARDN ), Dr Djibril DIALLO, signed a Partnership Agreement between their two organizations, on Friday July 07, 2023, on the sidelines of the Invest in Senegal Forum, held on July 6 and 7, 2023 at the Abdou DIOUF International Conference Center (CICAD) in Diameniadio, under the effective chairmanship of His Excellency Mr. Macky SALL, President of the Republic of Senegal.

The signature took place at the end of the work of the Round Table organized by the GCIB for Africa with local elected officials (Mayors and Presidents of Departmental Councils) around the theme: "From vision to action: Dialogue of elected on urban development in Senegal, stimulate innovation and investment opportunities in local authorities in Senegal".

This signature will allow ARDN to take action in its mission to popularize the Sustainable Development Goals (SDGs), using as an entry point, in partnership with the United Nations System and FIFA, the Red Card campaign. which aims to mobilize individuals from all sectors of society to commit to giving a Red Card to all forms of discrimination and violence against women and girls.

At the same time, the GCIB for Africa signed investment protocols with local elected officials for 8 projects worth 890 billion CFA francs.
Indeed, the GCIB, which promotes trade and investment in Africa, has the mission of bringing together partners from the public and private sectors to promote sustainable development and economic growth in Africa.

This Memorandum of Understanding formalizes the business relations between ARDN and GCIB and symbolizes the openness offered to the two organizations and the mobilization of foreign investors and the Diaspora for a better tomorrow for Africa.

UN chief condemns deadly attack on peacekeepers in Central African Republic

The UN Secretary-General has strongly condemned an attack on a UN peacekeeping patrol in the northeast Central African Republic (CAR) on Monday which left one Rwandan ‘blue helmet’ dead.

The attack by unknown assailants on the patrol from the MINUSCA mission occurred just a few kilometres from the town of Sam Ouandia.

The mission has immediately opened an investigation into the exact circumstances, said a statement issued by the UN Spokesperson for António Guterres on Tuesday.

“The Secretary-General expresses his deepest condolences to the family of the fallen peacekeeper and to the people and government of the Republic of Rwanda”, it continued. 

Possible war crime

The UN chief recalled that attacks targeting peacekeepers “may constitute war crimes under international law. He calls on the Central African Republic authorities to spare no effort in identifying the perpetrators of this attack and bring them to justice swiftly.” 

MINUSCA was deployed in 2014 to help end intercommunal violence that erupted a year earlier when mainly Muslim militants ousted the then president, prompting reprisals from mostly Christian militias.

The Secretary-General reaffirmed the solidarity of the UN with the people and Government of CAR.

Security Council pays tribute

The members of the Security Council joined Mr. Guterres in condemning the attack and paid tribute “to all peacekeepers who risk their lives.”

They urged the Government to investigate the killing with the support of MINUSCA, “promote accountability for such acts by bringing perpetrators to justice and keep the relevant troop-contributing country informed of the progress consistent with Security Council resolutions 2518 (2020) and 2589 (2021).”

Ambassadors underlined that attacks targeting peacekeepers may constitute war crimes under international law. They stressed that being involved in planning, directing, sponsoring or conducting attacks against peacekeepers constitutes a basis for sanctions.

They stressed the importance of MINUSCA being able to fulfil its mandate and fully equip peacekeepers to carry out their duties in safety and security.

Council members reiterated their “strong support” for the Special Representative of the Secretary-General and MINUISCA head, Valentine Rugwabiza, and for the mission to assist CAR authorities and all citizens there in their efforts to bring lasting peace and stability, as mandated by the Security Council.

Human imagination cannot grasp the suffering, carnage, and agony that would be caused by the use of even a small portion of the world’s over 13,000  nuclear warheads. The impact of these devices of death dwarf the horrific radioactive blasts and firestorms that incinerated Hiroshima and Nagasaki.

Nine nations – US, UK, Russia, China, France, India, Pakistan, Israel, and North Korea – stand ready every  minute of every day poised at a moment’s notice to unleash the unthinkable. By accident, design, or madness, over time, the use will occur unless we, you and I, unleash the sinew of our passions, the power of our faith and commitments, and the value of our time, treasure, and precious moral agency to stop the madness.

Relying on mere mortals to constrain and control these tools of death is folly.

A misreading of a computer, a mistake by a computer system, a misreading of an adversary nation’s actions, a war escalating out of control, and errors as yet unpredictable remind us that no system created by humans can be  more perfect than we are. Thinking men and woman no wiser and more balanced than you and I can never cross the line is simply unrealistic.

We know from recent scientific studies that the tons of soot rising into the stratosphere from less than 150 explosions would so destroy the agricultural base of the planet earth that civilization would simply end, not in a whimper, but in wails of pain and regret.

There are diplomatic practical solutions to be pursued. There are roads of policy  saner and more humane than the present log jam. There are ways out of the dilemma. We need not be victims of our own devices. The moment of negotiations may not be today but the opportunity will arise and we must stimulate and galvanize the political will to seize it and act with clarity to hasten its day.

We go in the direction of prayer. There are forces in this mysterious universe beyond our intellectual reckoning. We call upon you to join us in invoking these blessings with us through prayer. We call upon you to join with millions of caring hearts the world over on Hiroshima Day, August 6th, and pray for the termination of nuclear arsenals before they terminate humanity.

Temperatures off the charts, but more records imminent: WMO

Global sea surface temperatures reached a record high in May, June, and July – and the warming El Niño weather pattern is only just getting started – experts at the UN World Meteorological Organization (WMO) said on Monday.

 

 

Alarm bells have been rung at the UN agency in particular because of an “unprecedented peak” in sea surface temperatures in the North Atlantic.

“The first week of July…could be considered as the warmest period or the warmest week ever recorded”, with a global average temperature close to 17.24 degrees Celsius on 7 July, said Omar Baddour, Chief of Climate Monitoring at WMO. 

Unprecedented is new normal

The WMO expert added that daily June temperatures in the North Atlantic had been “dramatically high” compared to usual readings, while Antarctic sea ice levels reached their lowest extent for June since satellite observations began.

At a shocking 17 per cent below average, this year’s readings broke the June 2022 record by a substantial margin and represented “a really dramatic drop in the sea ice extent in the Antarctica” – some 2.6 million square kilometers of lost sea ice.

Michael Sparrow, Chief of WMO’s World Climate Research Programme, highlighted that “it really is completely unprecedented" seeing this kind of reduction in sea ice around the Antarctic.

“The Antarctic region is normally thought of being relatively stable; it is much colder than the Arctic. We’re used to seeing these big reductions in the sea ice in the Arctic, but not in the Antarctic.”

A marine heatwave

Beyond Antarctica, the UN agency warned that the “marine heatwave” would also impact fisheries distribution and ocean ecosystems, with knock-on effects on the climate.

It is not only the surface temperature of the water, but the whole ocean is becoming warmer and absorbing energy that will remain there for hundreds of years, explained WMO. 

“When you have a tropical cyclone, everything is affected in the shores, including fisheries, but also including inland,” said Mr. Baddour. “With heavy precipitation that could lead to casualties, displacement of populations, and so on. So, if we say that it is a dramatic change, that also means a dramatic likelihood of extreme weather and climate events.”

El Niño effect

Just last week, WMO announced the onset of El Niño, characterized by a warming of the Pacific Ocean. Combined with the human-induced greenhouse gas effect, the weather pattern is expected to make one of the next five years the warmest on record.

The WMO officials told journalists in Geneva that “we are in uncharted territory, and we can expect more records to fall as El Niño develops further”, with impacts extending into 2024.

“During an El Niño year, you get higher temperatures in the atmosphere as well because heat is moving from the oceans to the atmosphere,” said Mr. Sparrow. 

“We are actually at the beginning of that process, so El Niño hasn’t had as much of an effect as it is going to later in the year. So, we’re seeing these high temperatures in the North Atlantic…despite the fact that El Niño hasn’t really got going yet.”

According to the WMO’s Mr. Baddour, the warmest year is expected to be post-2023, when El Niño is expected to pick up. A record year in 2024 is likely, if the strength of El Niño continues to develop in line with forecasts.
